The Ministry of Industries, in collaboration with the Distance Education Council registered under it, along with the Psychology and Counseling Board, offers diplomas and advanced diplomas in psychology and counseling in Sri Lanka at affordable and minimal costs.

The Distance Education Council has been gazetted under the Industrial Associations Act. Accordingly, support is provided for skills development programs aimed at low-income earners.
